📝 README: Consistent name, engagement routing, contact info
This commit reworks the README to accomplish a few things:

1. The SIG is consistently identified as "Fedora AI/ML SIG". This name
   is preserved as much as possible whenever the full name is used.
2. A new section, "How to Engage (Right Now)" immediately points the
   visitor of our Fedora Forge organization into our main collaboration
   points. This acts as a directory of sorts, since it goes right at the
   top of the Forgejo organization, before all repositories.
3. Use a list for the contact info, use a more specific link for Fedora
   Discussion that also includes the tag _and_ the Project Discussion
   category, since posts often get mistakenly posted in Ask Fedora.

These changes help create a friendlier welcome experience for newcomers
to the SIG and our efforts.

📝🎨 README: Consistent use of backticks

Per feedback from @cybette. This gets more consistency in how the README
comes up on Forgejo.
