🏗️ docs: Scaffold Antora modules for SIG focus areas #3

Create five new Antora modules reflecting the AI/ML SIG's mission areas: packaging (RPM packaging), resistor (AI Developer Desktop), users (user guides for AI tools on Fedora), contrib (Agent Skills Library and workflows), and infra (build systems, COPR, CI, GPU hardware).

Each module has a placeholder index page describing planned content and linking to the "Get Involved" page in the ROOT module, and the new docs content request issue template. This gives project leads and contributors clear ownership areas they can populate independently.

I didn't realize that the ai developer desktop was being done inside the SIG, I was under the impression that it was something separate.

@tflink Thanks for the review! I am going to go ahead and merge, since this is mostly structural changes and not so much content. We can review the rest of the content changes in #1 and #2.

As for the AI Developer Desktop, I don't think it is anything more than intent, right now. @gordonmessmer is working on Codeberg, but the new Codeberg AI policies are prohibitive for this kind of project. So, we need more discussion about how this work might begin to make its way into the SIG. I suspect we will go more into this in a future meeting. I can sync up with @gordonmessmer to plan a meeting discussion topic soon.
