 📝 get-involved: Update Reviewer Guide link 
This commit updates the Get Involved page in `modules/ROOT/` to point to
the official `reviewing-skills.adoc` guide on Fedora Docs, replacing the
dead link to the in-tree `REVIEWING.md` file from `skills-library`. It
also updates the skill proposal link to point directly to the skills
library issue tracker.
