Add two issue templates for documentation work: one lightweight template for reporting bugs or issues with existing docs content, and a detailed template for proposing new content organized by the SIG's key focus areas (packaging, skills, AI developer desktop, user documentation, and governance). The focus area dropdown helps route requests to the right contributors.

Created a new type/docs exclusive label to complement type/packaging and type/skills in the label taxonomy.
