openQA sysadmin guide: add note about qemu capability issue

We currently have to give the qemu executable a special capability
for the tap tests to work. Updating the qemu packages wipes this
capability, then all the tap tests start failing. You have to run
the playbook again to re-set the capability. Document this.
I tried to find a way to use the qemu bridge helper to avoid the
need for the capability, but could not.
