This commit concludes the migration of the Fedora Badges docs repository
to the new GitLab home. This commit represents the original initial
commit made to this repository, on top of the changes that existed
previously in the dedicated Fedora Badges docs repo on Pagure:
https://pagure.io/fedora-badges/docs
With this commit in place, we can now unblock the other PRs and MRs so
that the Badges docs finally exist in one and only one place.

- Remove outdated references/links
- Mark sections with potentially deprecated info
- Rename IRC/Telegram --> IRC/Matrix
- Added Discourse section
- Removed Outreachy info
- Added generic info for developers and sysadmins
This improves our documentation on how to get started with design and
development tasks in the Fedora Badges project. It includes a section on
the things specific to Fedora Badges but also mentions the upstream
concentricsky/badgr-server project.
I added a note that these are specific to Outreachy Summer 2020, because
it is likely this section will need to change after Outreachy. But I am
erring on the side of being too detailed and risking it becoming
outdated, instead of not being detailed enough to direct people to the
right place.
Also I skimped on the sysadmin docs, but I want to move our sysadmin
docs out of the Fedora Infra SOP and into this repo so everything lives
in one place. Once it lives here, I'll update that section too.

This commit moves the Fedora Infra Docs SOP originally written in
ReStructuredText into an AsciiDoc file in the Badges docs site:
https://docs.pagure.org/infra-docs/sysadmin-guide/sops/badges.html
Once this is merged into fedora-badges.git, I will follow up with a PR
to the infra-docs.git repository to point to the new home of the SOP so
there are not multiple sources of truth published at the same time.
Also I tested all of the internal links and validated that they work.

This commit creates a new page in our docs site about how to get
involved and join the Fedora Badges community. It includes some basic
instructions like how to register a FAS account, sign up to the mailing
list, join the IRC/Telegram, etc.
Once published, the page will be available here:
https://docs.fedoraproject.org/en-US/badges/join/
