Exclude Qt5 by default excepted on Silverblue

Exclude Qt5 from recommends by default for all variants where possible.

Silverblue still explicitely includes Qt5 & Qt6 for client side
decorations for layered packages. Some testing is required to see if we
can drop this is in the future.
