Create the Fedora-CI testing-farm profiles #556

Work is being done in https://gitlab.com/testing-farm/profiles/-/merge_requests/82. The main thing it should do:

Enable koji build roots
- How should epel-next/epel-10 be handled?
- How should ELN be handled? #555
- How should epel/epel-10.X be handled?

None of them are strictly necessary to be done in that MR, just starting to have the namespace to play around with is sufficient, everything else will be tracked here

If there are more ideas of things that need to be added to the profiles (and moved out of testing-farm) will add it here.
