📝 council(ROOT): Move "Meet the FCA" before "Roles & Responsibilities"

Browse source 
"Meet the FCA" previously came after the "Roles and Responsibilities"
breakdown. Moving it up front lets a reader meet the person holding the
role before working through everything the role does, which reads more
naturally for a charter page. No content changed — the section moved
as-is.
