 🐛📝 Issue template: s/Summary/Outcome\/Impact/ 
This commit fixes a minor template bug. The last section has the same
title as the first section of the template, meaning there are two
"Summary" headers in the same ticket. However, the last section was
always supposed to be "Outcome/Impact". The `id` field also indicates
this, but the human-visible text was never changed. I must have missed
it when first introducing the template.

What is this?

The Fedora Council uses this repository to record on-going work and track tickets which need a specific resolution. Tickets are discussed during regularly-scheduled meetings. For more information about the Council, see the Fedora Council charter.
