Migrate "new member" issue template from GitLab to Forgejo format #68

As discussed in the 2026-07-09 Fedora DEI Team meeting, the DEI Team's "new member" issue template still uses the legacy GitLab format and needs to be converted to a native Forgejo issue template.

The current GitLab-format template is located at: https://forge.fedoraproject.org/dei/tickets/src/branch/main/.gitlab/issue_templates/new-member.md

Forgejo supports issue templates in .forgejo/issue_template/ or the repository root. See the upstream documentation for the supported YAML and Markdown formats: https://forgejo.org/docs/latest/user/issue-pull-request-templates/

This is a short-term migration task to bring our issue templates in line with the Forgejo platform.
