Clean up sentence about bug reporting

- Make link less misleading (it looked like one URL, but took you to a
  different URL).
- Use the word issue because that's what pagure calls them.
- Replace "fill out" with "open" since there's not very much to fill
  out.
- Replace "using" with "at" to make the sentence sound better.
