Clean up sentence about bug reporting
...
- Make link less misleading (it looked like one URL, but took you to a
different URL).
- Use the word issue because that's what pagure calls them.
- Replace "fill out" with "open" since there's not very much to fill
out.
- Replace "using" with "at" to make the sentence sound better.

Fix capitalization of "free" and "libre"
...
The terms "free software" and "libre software" aren't proper nouns, so
they shouldn't be capitalized in the middle of a sentence. See:
https://www.gnu.org/philosophy/free-sw.en.html
