Refactor the "Contributing to Quick Docs" guide to prioritize the local authoring setup and emphasize correct metadata usage.

This issue is Part 3 of 5 tied to Ticket #1, our initiative to demystify the Fedora Local Authoring System. Quick Docs are often the first place new writers contribute, so the instructions here must be foolproof, modern, and friendly.
