Subset of #18.

There are some repositories that are using makefiles to build the local version instead of docsbuilder.sh. None of them are in the docs organization, but we should help the affected teams fix this stuff (as well as other things - see #38 and possibly #37).

The repositories using makefiles are:

https://forge.fedoraproject.org/packaging/guidelines (looks like this one might actually be fixed? Need to check)
https://github.com/fedora-java/howto
