Starting in EPEL 9, we launch EPEL before RHEL by building against
CentOS Stream initially. We no longer have a beta release of EPEL.
Remove the outdated policy to avoid confusion.
The current requirements for EPEL updates is one week in testing or +3
karma. Previously it was two weeks, but it was shortened. The
incompatible upgrades policy should match this time period (without the
karma), but it was forgotten about when the main policy was shortened.
- use xref links with .adoc extension (fix surplus mark tag in rendered epel-policy.adoc)
- convert d.f.o links to xref links
- fix links (broken; to support internationalization; drop unnecessary anchors)
- move old mail archive link
