- include a needsinfo flag in the 2nd request
- wait two weeks after 2nd request to file releng ticket

Remove mention of layered products
...
EPEL packages are allowed to conflict or replace packages from channels
that EPEL doesn't build against. The current wording is misleading and
makes it sound like packages in other channels are not allowed in EPEL.
