A good amount of Fedorians are migrating over to the Matrix. We should
advertise the Matrix channels and spell out the channel names; not
everyone is aware of how the mapping works.

Red Hat Enterprise Linux 9.0 has been formally released, and EPEL
is fully compatible with it. This updates the quick start instructions
for enabling EPEL 9 on RHEL 9 to match the steps for a GA system.
