 ✨ issue-templates: Enhance request template with structured fields 
The CommOps analytics issue template was retired as part of the CommOps
label restructuring, with analytics work now fully owned by the Fedora
Data Working Group. This commit merges the useful structured fields from
that template into the analysis-requests issue template.

Changes:
- Add a welcome message guiding users to submit high-level questions
  rather than specific implementations.
- Add optional "Data Sources & Metrics" field for users who know which
  datasets are relevant.
- Add optional "Expected Outcome" field to clarify desired output format
  (number, chart, dashboard, report).
- Add `Status/Needs Triage` label for new submissions.
- Uncomment and populate `config.yml` contact links with #data Matrix
  room and FDWG orientation page
