Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Update the
libxml2library from version 2.13.9 to 2.15.3.This release includes critical security fixes and requires a
system-wide mass rebuild due to an ABI (soname) change. Additionally,
this update marks the official deprecation of the libxml2 Python
bindings, which are scheduled for removal in 2.16.
Owners, do not implement this work until the FESCo vote has explicitly ended.
The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed. See the FESCo ticket policy and the Changes policy for more information.

Please see the devel list feedback. There are unanswered questions about impact checks/Copr test builds, handling the dnf5 bootstrap issue, and whether upstream is actually removing the Python bindings or not.
I still see no response from the Change Owner in either the mailing list or Discourse. I'll ping him on Discourse and give him a few days to respond, but if there is no response it is probably worth at least a procedural -1

AGREED: FESCo asks the Change Owner to update the wiki page to ensure critical path packages are fixed before the change is merged and update for no releng-provided mass rebuild. (+6, 0, 0)

I think these all need to be fixed before the targeted mass rebuild of libxml dependents.
