Update all llvm sub-projects in Fedora Linux to version 23.

**Owners, do not implement this work until the FESCo vote has explicitly ended.**The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed. See the FESCo ticket policy and the Changes policy for more information.

Honestly, I'm a little angry that they won't even ship pre-releases. There is a spectrum of things they could do to make this far less bad for us. Even going back to shipping pre-releases and dealing with the rebuild churn every update would be better than what we have now.

I hate that I'm approving this because it's such a mess every cycle, but I feel like I can't say no to this.
