This imports the last two issue templates from the repo on pagure.io/fesco.

Notes:

I didn't even remember we had these two templates. We should actually use them ...
I dropped references to updating the fesco group on pagure.io - this is no longer necessary.
I dropped references to updating the Meeting Process wiki page - this is no longer necessary.
I replaced the simple <ul> with actual checkboxes.
I added forgejo-specific metadata that is shown in the selection UI, and which also allows to pre-fill the issue title.
