We noticed that the label presets can't be used if labels already exist at the repo / org level. This would be convenient to us since we already added some labels to our org and want to also add the ones that will be imported to the fedora instance in the future :)

From my short research about it, this feature doesn't seem to be available upstream

Yeah, AFAICT, the label presets can only be used when:

Creating a new repo (i.e. creating, not migrating), or
When a repo has no labels

It would be awesome to have a feature to just apply the labels to a repo or an org and let them just add to the current labels.

The only workaround for this for now is to either:

Add the preset labels manually
Delete your current labels, apply the preset, then recreate the current labels, and set them again to all your issues

It all depends on how complex your current setup is I suppose :)

This would definitely be a useful feature. The ability to merge preset labels with existing ones would save a lot of manual work for organizations or repos that already have established labeling systems.
