Actions runner for the quality organization #331

Similar to #305 , we have several repositories (that will be) under the quality organization which are using CI, so we would like to have at least one Actions runner to run those CI jobs. I've been experimenting with this on staging and think I have a decent handle on how to set it up now, and we plan to do prod migrations for the repos imminently - I would like to migrate fedfind to prod immediately as a PoC, but would like to have a runner set up first so I can demonstrate the CI stuff with it.
