Move Fedora Badges static assets from Pagure to Forgejo

Details

The static assets of the Fedora Badges Service Project are still housed and served from Pagure. This needs to change with the Pagure service's impending decomissioning and the relevant configuration must be changed to allow for the static assets to be deployed from the Fedora Forge until the Fedora Badges Revamp Project crosses the finish line.
