Runner test on staging playground org with two labels, docker for node:22-bookworm and docker-slim for node:22-alpine.
Tested successfully: forge.stg.fedoraproject.org/playground/runner-image-test@372bc30f13/.forgejo/workflows/test_capacity.yaml
