Run the PR fix doctor on all repos

Details

We now have the fix for the PR's not being imported properly in place, and the doctor command fixes the issue:

#570

Just need to run this on all Repos already imported to update the merge bases to the correct ones.

Okay, have run the doctor command on all the repos now.

This took a lot more effort than expected, as the majority of repos have turned off PRs in pagure, so had to manually turn them on again, to run the script, and turn it off again.

have added a branch to keep this patch forever -- https://codeberg.org/fedora/forgejo/src/branch/forge-forge-issue%23601

but next step is to drop in it main, and from staging and prod.
