ae13f0cfcc docs: document post-release image builder and kiwi tag updates

Details 
Document the additional Koji changes required after a Fedora release,
including updating the image builder and kiwi build tag inheritance from
fXX-compose to fXX-build. This restores the standard buildroot hierarchy
once the release is finalized.

Various fixes, tested on osuosl01 install.

- drop all mention of vnc, as it's gone in rhel 10.1
- use rdp instead (sadly have to pass it via boot line, no kickstart
  directive)
- installer directives need inst. in front of them now.

The link-dest flag must be either absolute or relative to the
destination directory (not the working directory).  Switch it to
absolute to ensure it's correct.

7ea3004b34 EPEL minor EOL: Bump variables for next EOL event 
Originally I was thinking we would set `epel_branched_minor` to false
like the equivalent ansible variables, but that causes the EPEL minor
branching SOP to be incorrect.  The branching SOP doesn't use
`epel_z_minor` or `epel_eol_minor`, so it's probably fine to have
`epel_branched_minor` and `epel_z_minor` both be set to `2` temporarily.

2429f55afd EPEL minor EOL: Switch external link to internal cross reference 
This was switched to a full URL in 8780187, but the correct fix for the
doc build error was to add another colon to indicate that the module was
in a separate repository.

We'll also include the separate repository in the content sources so
that the link works in the local preview.

bf6cbe5459 robosignatory howto: fix up service names and add info 
We use a 'robosignatory' service file, not the upstream fm-consumer one,
so note that here. Also note the stg/prod hostnames and add a note about
how to enter the passphrase on restart for robosignatory
