📝 README: migrate README from rst to adoc
...
Replaces the legacy reStructuredText README with an AsciiDoc version.
This aligns the repository documentation with current Fedora Docs
standards and improves rendering on the forge instance.
Content has been ported over with appropriate syntax changes for lists,
links, and bold text regarding ticket triage and sprint planning.

Drop all the old historical git stuff and update README.md

All this content is from before we had a public ansible repo
so we needed a place to put things we wanted to be public.
So, drop all that before we migrate to forge and also update
the README.md so it's set for the forge.

This seems like an old old version of pkgdb-sync-bugzilla[1]. It most
definitely does not work anymore since many of the referenced APIs
were renamed by rhbz years ago. It hasn't been touched in near 10 years.
