Additionally updates text formatting to use monospace for label names.

Replaces the legacy reStructuredText README with an AsciiDoc version.
This aligns the repository documentation with current Fedora Docs
standards and improves rendering on the forge instance.
Content has been ported over with appropriate syntax changes for lists,
links, and bold text regarding ticket triage and sprint planning.
