As noticed in https://pagure.io/fesco/issue/3591 recent devel-announce posts are not also being copied to devel.

Investigate why this might be happening and fix it.

So, the mailman logging around this is... lacking. It's just saying "REJECT: " but not why, what list it actually was, etc.

I tried some things to fix this (that we hopefully sorted in quality/tickets#715 )
but I didn't have it all setup for the last post. ;(

I don't really want to send test posts to devel-announce, I'll try and figure a way to test it.

So, the mailman logging around this is... lacking. I did some more poking and checking and then sent a post about this issue... and it now seems correctly sending to devel also again with those changes.
