Description of request

Right now we have no triggers on the Varnish monitoring, while we gather data (see #13203).

We should add some triggers later - probably after a week or two. I'm guessing service-is-up is a minimum, and requests-per-second & cache-miss-rate might be useful to indicate a scraper hit. Other thoughts welcome.
