move some more apps from pagure.io to forge #13369

Description of request

We should move:

https://pagure.io/cloud-image-uploader
https://pagure.io/elections/
https://pagure.io/fedora-packages-static
https://pagure.io/fedocal

all over to forge.fedoraproject.org/apps

and this also means urls/changes in ansible to deploy from those places.

I can see it fine in either place. It is an application, that repo is for deploying it in our infra.
But sure, it's a cloud thing too, so if there's some reason to be there that could be fine also.

I just want it off pagure.io.

I would defer to @jcline on this since he's done 99% of the work on it.

IMO apps is a slightly better fit; yes, it does push images to clouds, but it also handles containers thanks to adamw. I'm happy to be the "cloud representative" in apps. In a past life I was in that group and I don't remember if I ever officially left, but they're good people and I'm sure they would take me back.

Honestly, I'd rather it not be there. It is a Fedora Cloud project, and it falls under our team. Fedora Cloud is not part of Fedora Infra, and that project mostly exists for us in Fedora Cloud.
