Description of request

Right now we have a bunch of checks on things like 'https://lists.fedoraproject.org/archives/ and so on, which are currently defined only on zabbix01, as individual items.

It probably makes sense to make this into a template we can define on the proxies as well, and (as per comment in #13394 (comment)) make them depend on the zabbix01 check so we find out about proxy issues to these targets.

Having a template depend on a specific host might be tricky though, so needs some investigation.
