Description of request

Split out from #12712

We need to move the various database servers over to rhel10:

db01.rdu3.fedoraproject.org
db01.stg.rdu3.fedoraproject.org
db03.rdu3.fedoraproject.org
db03.stg.rdu3.fedoraproject.org
db-datanommer01.stg.rdu3.fedoraproject.org
db-datanommer02.rdu3.fedoraproject.org
db-fas01.rdu3.fedoraproject.org
db-fas01.stg.rdu3.fedoraproject.org
db-koji01.rdu3.fedoraproject.org
db-openqa01.rdu3.fedoraproject.org
db-riscv-koji01.rdu3.fedoraproject.org

The basic process is: install new rhel10 instance, copy data over, take down existing, sync again, convert to newer version if needed, swap ip's/hostname back.

I can work on the staging ones during freeze and get things lined up to do the others after beta freeze is over.
