Description of request

We need to move our mailman servers to rhel10.

mailman01.rdu3.fedoraproject.org
mailman01.stg.rdu3.fedoraproject.org

This is going to involve first tracking down all the epel10 packages we need that aren't already setup/branched and building them first.

I am hoping perhaps @zlopez would be interested in this one.
