Write SOP for kerneltest harness #5153

There is some more info here: http://fedoraproject.org/wiki/KernelTestingInitiative

But we need a SOP with info like: where is it running? how does it work? what could break about it? how do we fix it when it breaks? who do we get in touch with?

When that's done, a link to the new SOP should be added to this document before closing this ticket: https://infrastructure.fedoraproject.org/cgit/ansible.git/tree/roles/apps-fp-o/files/apps.yaml

Looks good to me. Would it be worth considering getting the version information from pkgdb or pdc so this app wouldn't need updating for version?

I don't like that particular portion to be automated because we do not want things displaying until we are "ready" Any version can be added to the database, it just doesn't display until the "official" test kicks off. I know Ryan was working on a redesign of the front end though that made the UI aspect of it a lot easier to deal with.
