install-manifests: Handle ELN as rawhide-only variant
ELN manifests should only be installed on rawhide/main branch.
When stable release branches are created (e.g., F44), the eln/
directory and fedora-eln.yaml should be manually removed from
those branches to prevent ELN from being available on stable
releases.

This change installs ELN manifests conditionally rather than
including 'eln' in the main loop, making it clearer that ELN
is a special case that needs manual handling during release
branching.
