drop policycoreutils-python-utils in base
The policycoreutils-python-utils pulls in a bunch of extra SELinux utils which aren't used in day to day, it pulls in a bunch of python packages, it can easily be layered and isn't generally needed. Signed-off-by: Peter Robinson <pbrobinson@gmail.com>
