Made the triple-hyphens more semantic (an en dash), so that screen readers aren't disadvantaged. An em dash would have been the direct equivalent, but it's a little unreadable with monospace fonts, and is, in *this* context, interchangeable with an en dash.
This commit updates a link for where the Fedora Join SIG spends time on
welcoming new people to the project. The Wiki page is out-of-date, so
this change instead directs people to the ticket-based workflow
currently run out of Pagure.

A huge thank you to Carl George for pointing this out to me - The admonition syntax I had previously used was incorrect and did not display properly. Fixing that now!
The bridge for join-sig between Discord and IRC was disabled months ago, due to a combination of nobody from join-sig being in the discord server and *significant* spam moderation problems with the bridge.
This commit sets up page aliases, or redirects, from the CommOps docs
pages that would exist for the Join SIG.
I also made some minor changes:
* Fix headings to match H1, H2, instead of starting H2, H3
* Update partial syntax to the new syntax for Antora
