I recently had to do a fresh install with netinst and the only image writer installed was k3b. Optical mastering doesn't make sense as part of the default base install, stands out as the only large application in an otherwise minimal selection, and the KDE Plasma live install already manually excludes it.
I've proposed making k3b optional and adding a lightweight modern USB ISO image writer to the default desktop comps in its place, up for SIG review:
releng/fedora-comps#1336
My initial PR added isoimagewriter after which @ngompa suggested mediawriter would be more on-brand for Fedora. I can make that change once there's a positive signal.
I'm good with switching from k3b to mediawriter as our default.
I haven't used k3b for many years.
Related to this. Currently mediawriter requires udisks. RHEL only has udisks2.
I tried a build that only used udisks2 on RHEL10, and it worked fine.
