🔗 docs(gsoc): Replace dead mentoring link with Google's GSoC Guides

The "Manual on Mentoring" link pointed to `flossmanuals.net`, which
returns "Site not Found." This affected all thirteen GSoC year pages
(2012–2025) across two URL variants:

- http://en.flossmanuals.net/GSoCMentoring/ (2012–2016)
- http://write.flossmanuals.net/gsoc-mentoring/what-makes-a-good-mentor (2017–2025)

Replaced with Google's official GSoC Mentor Guide at
`https://google.github.io/gsocguides/mentor/what-makes-a-good-mentor`
which covers the same topic and is actively maintained.
