📝 Issue templates: Add new program proposal form, fix stale labels
Adds a new "New Mentorship Program Proposal" Forgejo issue form
(`new_program_proposal.yml`), converted from the Markdown template
previously embedded in the Coordinators Handbook. The form collects
proposer info, program details, rationale, requirements, and
implementation plans.

Also fixes two issues found during template audit:

- All three templates referenced the old `?/needs triage` label, which
  was renamed to `needs/triage` — updated to match.
- `config.yml` linked to a non-existent `accepted-interns` Forge repo
  (404) — updated to point to the published docs page.

Fedora Mentored Projects ticket tracker, internship planner, and coordination hub. This repository is maintained and run by the coordinators of the Fedora Mentored Projects program to facilitate our participation and support mentors.

NOTE: Applicants and interns should NOT use this repository. Applicants and interns should use the repositories for the specific projects for which they are applying for.

File a ticket for topics such as the following:

  • Questions from project mentors about Fedora Mentored Projects
  • Submit project proposals for review and processing by coordinators
  • Communication and updates for progress with an existing intern
