@t0xic0der flagged the nav labels as ambiguous: "$150" and "$1000" could
be read as exactly-that-amount or up-to-that-amount. Engineers often
read symbols literally. Switched nav labels to use the "≤" symbol and
updated the policy pages to say "equal to or less than" with explicit
USD denomination so there is no room for interpretation.
