📝 docs(ROOT): Address @jnsamyak review on former members page
Fix missing F40 election cycle: I think @ffmancera served F39 and F40, not just F39. Also, add a NOTE admonition explaining the F43 restructuring from team-based appointed representatives to elected Program Administrators with two appointed positions.
