The Fedora Mindshare Committee needs to proactively set boundaries for AI agents interacting with our issue tracker before the need arrives uninvited. This initial draft establishes guardrails aligned with the Fedora AI-Assisted Contributions Policy: human-in-the-loop for all write operations, no participation in governance decisions, mandatory disclosure, and respect for confidentiality.
Note that this commit/PR is intended as a starting point for committee discussion, not a final policy. I would like to invite all of you to review this PR closely, evaluate it against your own experiences and knowledge, and offer corrections for anything which seems wrong or out-of-place. I have combed through this for a while already, and I'd like to know feedback from others here.

This is an attempt to put more guardrails in place for when anyone uses AI on this repository or the issue data here. So, this is a good chance to set up some good defenses against AI contribution slop down the line.
I can merge it as-is, but wanted to give a last call for reviews before doing so.

Without any further ado, I am merging this. We can iterate upon it later. Thanks for the first solid draft.
