 create a mkdocs docsite 
Create a docsite with rendered manpages, changelogs, and Python API
documentation using mkdocs and mkdocstrings. Add a doc extra in
pyproject.toml and a mkdocs nox target. Reformat NEWS.md to fit in the
docsite.
