.builds: remove epel-rpm-macros rich dep altogether
...
We're not running tests on EL to begin with, and dnf doesn't seem to
know what to do with this:
Error: Unable to find a match: (epel-rpm-macros if epel-release)

.builds: escape spaces in packages

This works around a builds.sr.ht bug. We can remove it once builds.sr.ht
starts properly shell-escaping values in the `packages` list.
