- Update text to not reference a "trac instance".
- Conditionalize text on sponsorship application prior to package review
  (not all `packager` applications are on basis of new packages).
- Reorganize links into those useful for new packagers vs sponsors.
- Fix dead wiki and reviews-pending-sponsor links.
