When a bug is moved between milestones, the Voted label is not shown until edited #257

In https://pagure.io/fedora-qa/blocker-review/issue/854 I voted for FinalBlocker while the bug was still proposed as a Beta blocker. After the milestone was adjusted in bugzilla (from blocks:BetaBlocker to blocks:FinalBlocker), and BBA refreshed it, I didn't see any "Voted" label in the Final milestone. Editing the Pagure ticket caused it to reload and display Voted properly.

It seems we only show Voted labels on Pagure ticket updates, but not when the bug (with an existing Pagure ticket) is moved between milestones.
